Luxury auto brands consider stopping local production

Chinanews, May 17 �C New 2006 Cadillac models, the CTS and SRX vehicles,
were introduced by Shanghai General Motors Corp in China on April 25, the
changes in the mode of arousing attention among the public.
"Actually, all the 2006 models of Cadillac released recently have changed
into imported versions," Liu Yuehai, supervisor of Shanghai General
Motors Corp's marketing and sales division, said. The company introduced
the first domestically produced Cadillac model in China in March, 2005.
According to a report of China Business News, the GM's move was aimed to
avoid the higher auto tariff rates for the imports since it claimed its
Cadillac models assembled in China as "domestically produced vehicles."
According to a regulation on auto parts tariff implemented since April,
2005, the standard for "domestically produced vehicles" was lifted and if
the assembled vehicles could not reach the standard would be imposed the
same tariffs for the imports as "completed vehicles."
"The market of Cadillac vehicles does not have many audience and many key
spare parts have to rely on importing because they have no advantage of
scale production in the domestical market. It is hard for the vehicles to
reach such standard," an insider from Shanghai GM said.
"As a matter of fact, we have all along paid tariff at a rate for
"completed vehicles" after the cars were assembled in China."
Not only Cadillac, other luxury car brands such as Huachen-BMW,
Beijing-Benz and Volkswagen are faced with the same problem. Volkswagen
plans to introduce locally produced vehicles in the future.
Citing an auto analyst, the report said that luxury car brands with low
production would suffer from the impact, especially the locally produced
Benz.
Director of Information Office of Beijing Benz-DaimlerChrysler, Ruan Wei
said that the company would restructure its production lines of
Beijing-Benz in the future.
