Jaywalkers give up right to privacy

As uncivilized habits like spitting and jaywalking have taken decades or
centuries to evolve, it may take a very long period of time, though not
necessarily decades or centuries, to completely change them.

Major Chinese cities have recently launched campaigns to chastise
jaywalking and other conducts breaching traffic rules. Tougher-than-ever
measures are being taken to punish these behaviours.

Starting from this Monday, Shanghai's traffic authorities will shoot
pictures of offenders caught jaywalking and post the photos at their work
units or in some selected public places.

A deputy director of the city's "Civilization Office" said the measure
was "a move you don't hope to, but have to, take" to correct a
"persistent habit."

The move caused debates among citizens. The opposition thinks it is an
infringement upon the offender's right to privacy. Supporters regard it
as a must, citing a traditional Chinese saying: "Severe laws are
necessary for a society in disorder."

A survey by the sina.com website indicates that 77.72 per cent of the
polled support the move, 19.42 per cent of them oppose it and the rest
have "no idea."

I belong to the team of supporters. The argument for one's right to
privacy is groundless in this case. When a jaywalker crosses the street
before the eyes of all the people nearby, that person is giving up his or
her right to privacy in regards to that action.

Of course, it is against the offender's will to expose the uncivilized
act to more people, especially to his or her colleagues and other
acquaintances. This, however, is exactly the most effective way to remedy
the problem.

The Chinese treasure their reputations more than anything else. What a
person fears most can result in an unforgettable lesson. And this cannot
be called a serious violation of human rights. After all, an occasional
loss of face is not too damaging.

Sometimes potent medicine has to be used to goad a chronic ailment.
Age-old malpractices also need a strong shock. In this sense, the old
saying "Proper limits have to be exceeded in order to right a wrong" may
apply to the remedy of bad public habits like jaywalking and spitting. A
drastic measure like exposing jaywalkers through images is metaphorical
medicine, though it may constitute a slight infringement of the
offender's right to personal image.

What I am concerned more about, however, is how long the "campaign" will
last. Governments at all levels like to launch campaigns to address
social problems. Many of the campaigns proved to be successful at the
time but in many cases the problem resurrects because the campaign tailed
off in the end.

Large-scale cracking down on pedestrians' violation of traffic laws has
been launched many times during the past few decades but violation has
become even more serious.

The problem is that each time a campaign was started, the authorities set
up a certain goal for the campaign to reach before a deadline. Once the
goal was reached, the effort slackened and jaywalking and running traffic
lights became rampant again. Before the recent campaign, I didn't see any
policeman trying to stop a jaywalker.

Shanghai media reported that the city's traffic authorities again set
goals for the recent campaign.

By mid-June, the rate of pedestrians abiding by traffic laws will reach
90 per cent and "the rate will be kept till the end of the year."

I wonder what will happen next year, and later.

EU likely to impose tax on China shoes

The European Commission is likely to impose a provisional tax on imports
of Chinese leather shoes, despite disagreement about the move among
member states.

The final decision, the result of allegations that Chinese firms "dumped"
cheap shoes in the European Union (EU), is scheduled to be made next week.

The EU Trade Commissioner Peter Mandelson proposed late last month to
levy an anti-dumping tariff on Chinese leather shoes beginning from April.

The tariff rate will start at about 4 per cent and rise to around 20 per
cent by October.

EU member states were split in the latest vote on Mandelson's proposal on
Thursday, but the coalition in favour of free trade was not strong enough
to prevent the proposal from taking effect.

Among the EU member states, the Financial Times reported that three
countries Belgium, Slovakia and Malta voted in favour of the duties. Nine
or 10, including Sweden, Ireland and Slovenia, voted against and 11
abstained.

Abstentions are counted as votes in favour.

"Under the rules of the EU, a majority in a vote of member states is
needed to overrule a proposal by the European Commission," explained Li
Fayin, a legal expert with Beijing Allbright Law Offices. In this case,
with abstentions counted, there were more votes in favour.

According to a statement published on the commission's website, EU member
states expressed a wide range of views, both in favour of stronger
provisional measures and in favour of more restricted action.

"The commissioner's proposals represented a middle ground," it said.

China's official response from the Ministry of Commerce was not available
on Friday.

Although high-tech sports shoes and children's shoes are exempt from the
tax, the tariffs are still expected to deal a heavy blow to China's
shoe-making industry, said an unnamed insider close to the situation.

Don't bar older job applicants

The management of a famous newspaper has done a terrible thing.

It is something that could result in a court case. That no one is taking
any legal action against it now is only because laws still do not exist
in that particular area in China. It is job-related discrimination.

The paper carried a recruitment advertisement for reporters, who must be
35 or younger, to cover business and financial news.

Why the age requirement? Why must the Chinese economy, which many
researchers have made life-long careers out of interpreting, be covered
by people 35 or younger?

I still feel bad about the ads even though several weeks have passed. I
feel bad not because I take it as a personal insult or because I have 20
years of experience reporting about economic reform and am still playing
a useful role on a business reporting team.

Nor do I feel bad because I fear that kind of discrimination could
someday be extended to, say, people with non-Beijing hukou, or
residential registration, or to people of a particular religious
background, or to overseas passport holders, or women.

For the problem in China's lacking the rule of law is usually not that a
bad requirement is applied universally, but that unnecessary requirements
applied on an ad hoc basis often conflict with one another in practice as
well as in logic.

I have no doubt, either, that, sooner or later, there will be an equal
opportunity law in the People's Republic of China to protect people from
workplace discrimination. There are already lawmakers doing the ground
work.

What makes me feel bad is simple: It is stupid. Attaching an extra-legal
age requirement to the ads for "experienced" reporters who are capable of
presenting China's business matters goes against the very purpose of the
ads; it limits choices for the kind of talented people.

Even worse, this is not an isolated case. It is a social disease. Just
glance at the recruitment ads in this country. Many of them, posted by
employers in the State sector and private sector alike, look for people
35 or younger.

A couple of years ago, it was such a rampant practice that the
requirement was attached to even senior positions such as a company's
chief financial officer, direct investment manager, or logistics director.

Only recently is the age requirement becoming less frequent and less
severe. For example, I saw on the Internet last week that Gome, one of
China's largest chain distributors of household appliances, was looking
for heads of regional operations, but they had to be no older than 45.

Before the legally defined retirement age, all adults should enjoy the
same rights. From the management perspective, attempting to hire
experienced young workers tends to result in poorer results, if not
despair.

In olden days, age was a useful index of people's muscle power; that is,
a young man could usually carry a larger sack than an old man could. But
now, age really cannot be used, whether 35 or 45, to measure workers'
performance so long as the key component of their jobs is creativity, not
just labouring or doing what they are told.

By setting up the age barrier to applicants, employers and their human
resources executives will deprive themselves of the opportunity to meet
the individuals with possibly the best potential, and certainly those
with the richest experience.

The practice may even scare off some people who are younger than 35. At
least it would keep them wondering whether the paper is treating
journalists as brain workers or as people who earn their bread through
just muscle power.

Chinese miners work to rescue the 69 miners trapped at a coal mine in
Shanxian County, Central China's Henan Province, July 30, 2007.

July 31 - Rescuers are maintaining phone contact with 69 miners who have
been trapped in a flooded coal mine in central China's Henan Province
since Sunday morning.
Experts are trying to send food and drinking water through the
800-meter-long ventilation pipes to the miners, who were working below
ground when the flood triggered by rainstorms hit the region at around
8:40 a.m. on Sunday.
The trapped miners have not reported any injuries to rescuers through the
fixed line phone, but asked for food and water at 3:00 p.m.
The area where the miners are trapped is dry and still has electricity,
but ventilation was poor.
Just 33 of the 102 miners working underground at the time managed to
escape the Zhijian Coal Mine, in Shanxian County, Sanmenxia City, about
200 kilometers west of Henan's provincial capital Zhengzhou.
The floodwater was said to have come from a nearby river.
Hundreds of rescuers, including armed police, are struggling to
prevent��more water entering the shaft, clearing away the silt, and
providing ventilation and oxygen to the trapped miners.
This state-owned mine was established in 1958. It was designed to produce
210,000 tons a year, but its actual annual output is 300,000 tons.
Senior officials have arrived at the site to oversee rescue work,
including Xu Guangchun, secretary of the Henan Provincial Committee of
the Communist Party of China, Li Chengyu, governor of Henan, Li Yizhong,
director of the State Administration of Work Safety, and Zhao Tiechui,
director of the State Administration of Coal Mine Safety.

Mogao Grottos to be eroded by sand

Chinanews, Lanzhou, July 13 - 2007 is the 100th anniversary of the
discovery of the famous Mogao Grottos in Dunhuang, Gansu Province.
However, not many people know that the grottos will be totally eroded by
sandstorms in no more than 100 years, if nothing is done to protect them.
Mogao Grottos are located 25 km from Dunhuang, at the foot of the Mingsha
(Singing Sand) Hill. The building of the grottos was initiated in the 4th
century, and the project lasted till nearly 1,000 years later, when a
huge group of grottos containing delicate colored Buddha statues and
exquisite murals was brought into existence. The total floor space of the
grottos is some 45,000 sq m. The UNESCO added Mogao Grottos on the World
Cultural Heritage list in 1987.
However, the climate in Dunhuang is dry and windy, and the sand blown
down from the Mingsha Hill poses a great threat to the grottos, not to
mention that some of the grottos are built on sandstones, which will not
survive the erosion of wind and sand in the long run.
Some of the precious murals have already been eroded by sand. "Sand
dunes, wind erosions and sandstorms are the three biggest threats to the
Mogao Grottos," said a researcher from the Institute of Dunhuang.
Statistics show that more than 250 of the 492 grottos with murals and/or
colorful Buddha statues are damaged by erosions.

Housing problem reflects income gap

reasonable range,�� said a report recently released by the Investment
Division of the Macroeconomic Research Institute at the State Development
Research Commission. According to the report, the housing price
difference is largely the result of the income gap in China, the Beijing
Business Today reported.
The report was made by Liu Lin, a SDRC researcher.
If one compares the housing price with the GDP and disposable income, one
will see that since 1998, the growth rate of prices for newly built
houses has been actually lower than both the GDP growth rate and the
growth rate of people's disposable income, when inflation is allowed for.
The growth rate of prices for used houses has not exceeded GDP growth and
the growth rate of people's disposable income for a very long time. This
indicates that the housing price rise has been boosted by the
macroeconomic development, and still within a reasonable range too, Liu
said.
From the results of investigation of people of different income groups,
it can be seen that the salary of the high income group has increased
fairly larger than that of the low income group. The middle and high
income groups have a sustainable capability to pay for housing. On the
other hand, the salary of the low income group has increased at a slower
rate than the housing price growth. Therefore people with low income can
not afford to pay for a house.
The People's Bank of China issued a questionnaire in the first quarter of
2007. The poll shows that the desire of people with a family income of
less than 2,000 yuan a month, for a house has declined year on year. As
people's family income increases, such desire becomes stronger. For
people with a family incomes range of 2000-5000 yuan and 5000-10,000
yuan, such desire becomes strongest. The survey shows that 43.6% and
22.1% of the people in these two groups, respectively, plan to buy a
house in the next three months, which accounts for 65.7% of all people
that want to buy houses.
��In light of this, we think that the housing price problem is the result
of the income gap among different people. Improving the housing guarantee
system and streamlining market competition environment have thus become
the two indispensable ways in solving the issue, �� Liu noted.

China's GDP predicted to grow by 10.8% in '07

BEIJING, July 8 - China's GDP is expected to increase 10.8 percent in
2007, a report by the economic research center of Renmin University of
China said here Saturday.
The report also predicts that the country's investment will grow by 21.8
percent year on year in 2007, consumption will grow by 16.2 percent, and
trade surplus will rise by over 60 percent.
The GDP growth predicted by the university is paralleled with the
forecast of the People's Bank of China, the central bank, which said last
Monday that the country's GDP is expected to increase 10.8 percent in
2007.
On June 13 Chinese Premier Wen Jiabao presided a State Council meeting to
discuss the problems in China's economy, and the cabinet warned that
there was excessive growth in industrial production, trade surplus and
investment.
The central government said it is necessary to improve macroeconomic
regulation to prevent the economy from overheating.

China launches French-made satellite

"Chinasat 6B", a French-made communications satellite, rocketed into
space from Xichang Satellite Launch Center in southwest China's Sichuan
Province on Thursday, July 5, 2007.

XICHANG, Sichuan, July 6 - "Chinasat 6B", a French-made communications
satellite, rocketed into space from Xichang Satellite Launch Center in
southwest China's Sichuan Province on Thursday.
The satellite was lifted by a Chinese Long March-3B carrier rocket which
blasted off at 8:08 p.m. (Beijing Time) Thursday. It was the 101st launch
mission for the Long March series of carrier rockets.
The satellite separated from the rocket 26 minutes after lift-off,
entering its preset orbit.
"Chinasat 6B", manufactured by France's Alcatel Alenia Space, has a
designed lifespan of 15 years.
Fitted with 38 transponders, the satellite is expected to improve
telecommunications transmission for Asia, the Pacific and Oceania.
China on June 1 launched "SinoSat-3", a communications satellite for
radio and television broadcasting, with a Long March-3A carrier rocket,
the 100th flight of the Long March series.

Lotus festival in the Yuanmingyuan Garden

10% at most, if RMB appreciates

Chinanews, Apr. 25 - Wei Benhua, deputy director of the State
Administration of Foreign Exchange, said yesterday that the country was
not ready for Renminbi appreciation.
He also denied popular rumors of possible appreciation in the second half
of this year or in the first half of 2006.
He added that if the RMB appreciates, it should be an increase of less
than 10%, which would not solve the trade deficit problems of other
countries.
Wei made the above statements yesterday afternoon while attending the
panel "Asian Economic Integration and Economic Growth" of the 2005 Boao
Forum for Asia.
According to Wei, a nation should keep its exchange rate system stable as
long as it is beneficial to economic and trade development.
He also pointed out that China is resolute about the reform of its
exchange rate system. However, the country will not do so until
fundamental conditions mature.

Premier Wen visits quake-hit residents

Chinese Premier Wen Jiabao asked local governments to accelerate the
reconstruction of housing in southwest China's quake-stricken Yunnan
Province when he paid a visit to the disaster-affected residents on
Tuesday.

PU'ER, Yunnan Province, June 7 - Chinese Premier Wen Jiabao asked local
governments to accelerate the reconstruction of housing in southwest
China's quake-stricken Yunnan Province when he paid a visit to the
disaster-affected residents on Tuesday.
At least 180,000 people were displaced from their homes in the Ning'er
county of Pu'er city in Yunnan, where an earthquake measuring 6.4 on the
Richter Scale killed three and affected one million residents early on
Sunday.
Walking among the broken walls, Wen visited a tent which is now home to a
family of a local villager Xu Guangrong.
Xu told the Premier that the local government had delivered
disaster-relief materials to his family such as water, rice, quilts and
candles.
The Xinping primary school was heavily damaged in the earthquake and the
teachers have erected tents to serve as makeshift classrooms.
"The earthquake has destroyed our houses, it, however, will not destroy
our willpower," Wen said to the students when he visited one of the
tents. He encouraged them to be courageous and study hard in order to
"build a more beautiful homeland".
Wen spent more than an hour visiting rows of tents which are serving as
temporary housing.
Wen said the government would speed up damage assessment, building
planning and reconstruction of housing so residents can return home as
soon as possible.
"We must achieve this goal and we are able to achieve it," Wen said.
The core of the disaster relief is the reconstruction of houses,Wen said,
adding that the government must get all the quake-affected residents back
into houses before the Spring Festival which falls in February next year.
Official statistics show one million residents in 224,000 households were
affected in the quake in Pu'er City. About 360,000 houses were damaged,
of which 90,000 collapsed and 120,000 were seriously damaged.
Wen also asked local authorities to restore infrastructure including
water, electricity and communications as soon as possible and to
guarantee the smooth running of the national college entrance exam that
kicks off Thursday.
